Workshop description
The proposed project is to organize two workshops in 2020 and one in the first half of 2021. The purpose of these workshops is to advance and systemize the scientific (theoretical and empirical) knowledge and practical experience of Strong User Rights in Fisheries (SURF), and to analyse the advantages and disadvantages of such rights. An additional aim is to suggest research projects to investigate crucial aspects from this project more fully.
In these workshops, we plan to bring together (i) highly qualified, experienced researchers in the field of fisheries economics and management, (ii) junior scientists in the field and (iii) stakeholders in the fishing industry and fishing communities to carry out the following tasks
(i) Produce a list of the most salient social and economic consequences of user rights in fisheries
(ii) Provide a preliminary classification of these consequences into primarily advantages (benefits) and disadvantages (costs)
(iii) Provide an initial assessment of the relative magnitudes of these advantages and disadvantages and how they relate to the type and specifications of the user rights in question and the socio-economic system in which they are placed.
(iv) Outline (identify research questions, and promising methodologies to answer them) research projects to further investigate the costs and benefits of the employment of various forms of user rights in fisheries.
Workshop series programme
The project is to hold three workshops dedicated to tasks (i) to (iv) listed in section 1 above:
- Workshop 1: The first workshop to be held during the first half of 2020 would deal with task (i) and start work on task (ii)
- Workshop 2. The second workshop to be held during the 2nd half of 2020, would complete task (ii) and work on task (iii)
- Workshop 3. The third workshop to be held during the first half of 2021 would be devoted to task (iv)
Because of Covid19 the workshops have been extended into 2022
